Details were determined in the decree about not being charged for 1 month from the subscribers of residences, places of worship and cemevis, and that the price equivalent to 25 cubic meters is free for 1 year.

In the first invoice accruals of housing, places of worship and cemevi subscribers from April 24 to May 31, the system usage fees and related taxes will all be covered from the budget of the Ministry of Energy and Natural Resources.

The following statements were made in the statement made by EMRA on the subject:

The amount to be paid will be shown as “0” Turkish lira

The total amount to be paid will be shown as 0 (zero) Turkish lira on the invoice by making a hundred percent discount on the calculated consumption price.

Overcharged amounts will be refunded.

Invoices accrued erroneously after April 24, 2023 will be canceled and any over-charged amounts, if any, will be refunded to the subscriber. Companies will be obliged to refund the subscriber in cash within 3 working days at the latest from the cancellation of the invoice. The return obligation can be fulfilled by clearing the first invoice for subscribers using mechanical meters, and by loading credits into the account for subscribers using prepaid meters.

The thirty-day portion of the consumption in the first bills to be accrued to the subscribers of residences, places of worship and cemevis, whose natural gas bills were delayed due to the earthquakes that took place on February 6, 2023, will be covered by the Ministry’s budget.

Up to 25 cubic meters of consumption will be reduced

Following the first free invoice to be accrued from April 24 to May 31, the discount amount will be calculated for up to 25 cubic meters of consumption in the consumption invoices until May 1, 2024, and the calculated discount amount will be deducted from the total invoice amount. In the calculations to be made; The portion up to 25 cubic meters to be deducted from natural gas consumption will be determined “based on each meter”. If the consumption measured from the meter does not reach 25 cubic meters during the billing period, the amount less than 25 cubic meters will not be subject to discount in the following periods.

If the billing period exceeds sixty days for any reason, a maximum of 25 cubic meters of natural gas consumption will be deducted from the consumption amount for each month since the notification of the previous invoice.

How will discounts be applied to central system consumers?

The amount of consumption discount to be applied to central system consumers is calculated by deducting the number of apartments with individual subscription from the total number of residences, places of worship and cemevis connected to the central system and multiplying the number by 25 cubic meters. will be done.

Individual subscribers in central system buildings will benefit from the discount application over their own subscriptions. (For example, if there are 20 individual subscriptions (for kitchen and/or water heater) in a central system building with 40 flats, these subscribers will receive a discount directly on their own bills, and for the remaining 20 flats without individual subscriptions, a discount will be calculated as maximum 20×25 cubic meters over the central system subscription. will be applied.)

Subscribers using prepaid meters

The consumption amount calculated over the index value during the first reading of the meters of the subscribers of residences, places of worship and cemevis using prepaid meters after 24/4/2023 will be reflected to the subscriber’s account as “credit” and credit will be loaded to the card free of charge in return for this credit in the next purchase of the subscriber.

In the first natural gas loan purchase process to be made by the consumer, the total amount or amount reflected as credit to the central heating system customers using prepaid meters will be loaded as a free loan by the distribution company.

Distribution companies will be obliged to issue an invoice at least once for those who use mechanical meters from their subscribers within the scope of these Procedures and Principles, and to leave at least one reading notice for those who use prepaid meters, until 31 May at the latest. Until May 1, 2024, distribution companies will be obliged to read the meters of the subscribers of residences, places of worship and cemevis using prepaid meters at least once a month and to leave a reading notification.
