Within the scope of the Regulation on Commercial Communication and Commercial Electronic Messages, which was enacted pursuant to the Law on the Regulation of Electronic Commerce, citizens have been able to submit commercial electronic message complaints via TİSS since 2016.

With the system, it is possible to receive complaint applications easily and effectively in the electronic environment, to follow the review process carried out by the provincial directorates of the Ministry of Commerce, and to generate statistical information on complaint applications.

Applications approached 792 thousand in 2022

While the number of complaints made through TISS was 614 thousand 842 in 2020, 709 thousand 232 applications were made in 2021.

Within the scope of these complaints, the amount of fines imposed by the provincial directorates was 319 million 221 thousand 780 liras in 2020 and 310 million 206 thousand 124 liras in 2021.

As of the end of 2022, 791 thousand 679 complaints were filed with the system.

79 percent of the complaints were SMS, 19 percent were voice calls and 2 percent were e-mail applications. Within the scope of these complaints, an administrative fine of 371 million 30 thousand 842 liras was imposed by the provincial directorates of the Ministry of Commerce.

It started service with its renewed face

The interface of the system under the Ministry of Commerce was also renewed. The new TİSS, which started to serve over “https://tiss.ticaret.gov.tr” with its renewed interface and which can also be accessed through the e-Government Gate, was designed as a user-friendly platform.

With the new system, the process of creating a complaint was shortened by ensuring that the data required during the complaint can be easily entered into the relevant fields. In the system, it will be possible to easily file a complaint with applications such as “Optical Character Recognition” (OCR).

With the automation provided by the new system, it will be possible to automatically categorize complaint applications, automatically detect the sender with the data retrieved from the OCR feature and instantaneously established connections with other systems, and to transfer the applications collectively to the relevant units with a single click when necessary.

All commercial electronic message approvals can be viewed from a single point

On the other hand, with the Commercial Electronic Message Management System (İYS), citizens can see and control all commercial electronic message approvals from a single point and exercise their right of refusal.

In addition, within the scope of the Trust Stamp application, which was created to raise the standards of security and service quality in electronic commerce and to establish the reliability of e-commerce sites, as of the end of 2022, the number of sites that received this stamp was 91.
