The taxpayer, who will pay a total of 3 thousand 692 liras in 2023 on the vehicle given in the example, will have paid a total of 7 thousand 384 liras with additional MTV.
The additional MTV for the vehicles that will be registered and registered for the first time between the publication date of the law and 31 December 2023 will be paid in cash together with the MTV of these vehicles.
Additional MTV will be applied once and recorded as general budget revenue.
In places declared “force majeure” within the scope of Tax Procedure Law by the Ministry of Treasury and Finance due to earthquakes in Kahramanmaraş; Vehicles registered and registered as of the earthquake date, vehicles belonging to the owners of buildings destroyed or severely or moderately damaged due to earthquakes, vehicles that become unusable due to heavy damage in earthquakes, and vehicles belonging to taxpayers who lost their spouse or one of their first degree blood relatives due to the earthquake. will be exceptional.
Pension Fund retirees will receive a 25 percent increase in total for 6 months of the year, together with the inflation difference. The regulation will enter into force on the date of its publication, to be implemented as of July.
E-Government facilitated entitlement transactions
With the proposal, a temporary article was added to the Law on Aids to be Made with Measures to be Taken Due to Disasters Affecting Public Life. Accordingly, due to the earthquakes that took place on February 6, the announcement that those who want to be granted a construction loan or have a building constructed in places that are considered as disaster areas effective for the general life, will apply for entitlement. will be done.
In the announcement, within 2 months from the date of the announcement, applications can be made in writing to the local administrative authorities or to the application centers determined by the Disaster and Emergency Management Presidency, or via the e-Government Gateway. The Disaster and Emergency Management Presidency will be able to give a maximum of 1 month additional time for applications when necessary. The results of the application will be announced by the local authority on the official website of the Disaster and Emergency Management Presidency and on the e-Government Gateway. Those who are not accepted as beneficiaries will be able to make an objection within 15 days to the local administrative authorities or to the application centers determined by the Disaster and Emergency Management Presidency, in writing or via the e-Government Gateway.
In addition, for those whose buildings were damaged in earthquakes, exemption from certain restrictive provisions will be provided in order to eliminate possible grievances in the works and transactions to be made regarding the obligations of the state to open housing loans and construct buildings, to extend a helping hand to disaster victims equally and to ensure unity of implementation.
Works and transactions related to the implementation of projects to be financed with foreign loans and grants from international organizations will be exempted from all kinds of taxes, duties, participation fees, fees and charges.
Materials imported or imported by the Disaster and Emergency Management Presidency within the scope of national and international projects will be exempt from customs duty and all kinds of taxes, duties, fees, funds and other financial obligations.
It is possible to determine the education period of cadets educated in foreign state military academies on a year and semester basis according to the status of the school to be sent, to send students to foreign state military schools for certain periods, not until graduation, with the budget to be allocated for a student educated in foreign state military schools, more students can be sent part-time. It has been regulated that military students can be sent to foreign state military schools, and military students can be sent to military schools of some countries that are not equal in terms of education period and students cannot be sent.
